I. Work objectives and principles
(1) Work objectives。Deepen the supply-side structural reform in the field of transportation, coordinate the road network resources, adopt policies according to local conditions, take differentiated combination toll measures, give full play to the advantages of expressways, comprehensively improve the operation efficiency of the province's highway network, promote the cost reduction and efficiency of logistics, and serve the development of the national economy。
(2) Working principles。First, the social and economic benefits are unified, and the cost reduction and efficiency dividend will benefit logistics enterprises。Second, government guidance and coordination。The provincial Department of Transportation and the Provincial Development and Reform Commission organized the promotion, and the provincial trading and investment Group implemented the specific implementation, and coordinated the differentiated charging work in our province。The third is to follow the policy and implement it by classification。Overall consideration of the highway network structure and operation characteristics of our province, scientific research and judgment, selection of appropriate differentiated toll measures, steady progress。
Second, the newly implemented differentiated charging policy
The first is to adopt differentiated charging measures by entry and vehicle type (class), and implement differentiated charging policies for standard container transport vehicles entering and leaving the designated toll station in the port。The standard container transport vehicles installed in and out of Yingkou Port (Bayuquan toll station), Dalian Port (Dalian Toll station, Dalian Bay toll station), Jinzhou Port (Jinzhou Toll station), Panjin Port (Liaodong Bay toll station), Dandong Port (Donggang toll station), Suizhong Port (Vanguard toll station) and Huludao Port (Huludao East Toll Station) designated toll stations and ETC,The implementation of toll rates 5.10% discount。The implementation period of the differentiated charging policy is from June 1, 2023 to May 31, 2024。
The second is to adopt differentiated charging measures by section, model (class) and direction, and implement differentiated charging policies for large transport vehicles。For Chang-Shen Expressway Fuxin North Junction to Sanjiazi provincial boundary section, to Beijing direction more than 6 axis ETC large vehicles, 6-axis truck toll standard 5.Fold 0 into the base, and increase the base by 1 for each additional axis.35 yuan/vehicle kilometer based on implementation 1.65% off toll concessions to add 20 axis caps。The implementation period of the differentiated charging policy is from June 1, 2023 to October, 2026 (the specific time is based on the trial operation time of the Beijing-Harbin high-speed reconstruction and expansion project)。
The third is to adopt differentiated charging measures by entrance and section, and implement differentiated charging policies for ETC vehicles traveling from Shenji-Jilin Expressway Fushun Toll Station to Fushun East Toll Station。All vehicles equipped with ETC that travel from Fushun Tollstation to Fushun East tollstation on Shenji-Jilin Expressway shall be charged 5 of the toll standard.10% discount。The implementation period of the differentiated charging policy is from June 1, 2023 to November 30, 2023。
Third, safeguards
First, we will strengthen technical support。Organize the provincial trading group to upgrade and debug the provincial highway toll system, improve the whole network charging module, formulate relevant technical problem solutions, minimize the charging error, and ensure the stable operation of the toll system。
Second, strengthen publicity and guidance。Strengthen the publicity and interpretation of differentiated charging policy and the disclosure of charging standard information, publicize through the official website, use the highway information board, the "two micro end" platform and other ways to vigorously publicize the differentiated charging policy and correctly guide social expectations。
Third, we will strengthen punishment for violations of laws and regulations。In order to maintain the normal operation order, vehicles with malicious entry, card switching, fake green channel and other preferential free vehicles, illegally obstructing the normal weight of measuring instruments, exceeding the limit and overloaded transportation and other illegal behaviors, do not enjoy the differentiated charging policy of our province within one year from the date of verification of illegal behaviors。
Fourth, strengthen summary evaluation。The Provincial Department of Transportation and the Provincial Development and Reform Commission, together with the provincial trading Group, analyzed and evaluated the effectiveness of the implementation of the differentiated charging policy, formed a special summary evaluation report, and dynamically adjusted the differentiated charging policy according to the evaluation results。
